If you're using OneDrive and a Microsoft account, just sign into the new computer with that account, and Microsoft will move over anything saved in OneDrive, plus your emails. For everyone else, moving data is routine, usually a flat-rate service, call for pricing. It's possible even if the old computer no longer runs.
